All actions in the instruction are performed on Windows Server 2019 OS.

Connect to the remote server. Open Internet Explorer, select recommended settings and click OK.

When trying to go to the website page, another warning pops up, leave the checkbox and click OK.

Then the security system also shows an error, uncheck the item that will continue to send warnings and click the Close button.

If you try to download a file, a message will appear that security settings do not allow this action, click OK.

Next, we need to find and select the gear in the upper corner of the browser. Then click the Internet options button.

A special window opens in front of us, go to the Security section.

Uncheck the Enable Protected Mode item and click the Custom level button. In the opened window, scroll down and look for these sections:

Set Enable in both values.

  • Second — responsible for downloading fonts.

Then click the OK button to apply the parameters, a warning appears:

We agree with the changes by selecting the Yes button. In the last settings window, click Apply to fully apply the changes:

A warning appears again, we agree and close the settings window.

Now we can download any files from websites without any problems. First of all, don't forget to install a new browser!
